No. The Heroic difficulty option will only be available in the new non-raid dungeons introduced with the Burning Crusade.
Are older raid encounters such as Molten Core and Blackwing Lair going to be switched to use a token loot system similar to
Naxxramas?
We have no plans to adjust the loot system of our previous raid dungeons.
